Ontario MFIPPA (as amended by Bill 194) 2024 amendments

The Municipal Freedom of Information and Protection of Privacy Act, as amended by Bill 194, the Strengthening Cyber Security and Building Trust in the Public Sector Act, 2024.

Applies to Ontario municipalities, municipal police services boards, library boards, and local boards. The amendments arrive on a staggered schedule: the access-process changes take effect 1 July 2026 (45 business day response timelines, staged access plans, revised fee estimates), and the privacy obligations on 1 January 2027 - written privacy impact assessments before collecting personal information, and reporting privacy breaches to the Information and Privacy Commissioner of Ontario on the real risk of significant harm test, along with notifying affected individuals.

Note that the cyber security program requirement in the Enhancing Digital Security and Trust Act applies to provincial public sector entities rather than to municipalities directly.
