Manitoba Accessibility for Manitobans Act and standards C.C.S.M. c. A1.7, current 22 Oct 2026
The Accessibility for Manitobans Act (C.
C. S.
M. c.
A1. 7; assented 5 December 2013; consolidation current 22 October 2026, last amended by S.
M. 2026, c.
5, Sch. A, in effect from 1 June 2026) binds every organization in the public or private sector that is subject to an accessibility standard (ss.
18 and 20). Standards in force: the Accessible Customer Service Standard Regulation (M.
R. 171/2015, in force 1 November 2015), the Accessible Employment Standard Regulation (M.
R. 70/2019, in force 1 May 2019) and the Accessible Information and Communication Standard Regulation (M.
R. 47/2022, in force 1 May 2022).
Each phases in over three years: a department of government first, then government agencies, universities, colleges, health authorities, cities and school divisions, then every other organization with one or more employees in Manitoba (the third group is reached on 1 November 2018, 1 May 2022 and 1 May 2025, calculated from the in-force dates). The Accessible Transportation Standard Regulation (M.
R. 151/2023) is registered and comes into force on 1 January 2027; it is not yet in force.
No built environment standard regulation appears in the Act's list of regulations read on 24 October 2026. Several extra duties apply only to public sector organizations and large employers (50 or more employees) and, for customer service, to a third-group organization only if it has 50 or more employees in Manitoba.
Public sector bodies (the government and the bodies and municipalities designated in M. R.
122/2015) must also prepare accessibility plans on a fixed calendar: 2025 and 2026, 2027 and 2028, and 2029 to 2031 for the government and the s. 1(a) bodies, then on or before 1 January 2032 and every fourth year after (s.
33), with progress reports within two years and copies to the director within 30 days (s. 33.
1). Offences under s.
34 include failing to comply with a standard; the Act also provides for orders and administrative penalties (ss. 27 to 29).
Not read in detail, so not asserted: the amounts of administrative penalties, the Employment Standard s. 6 text, and the Transportation Standard parts beyond the headings and the sections quoted.
