Quebec Act to secure handicapped persons (annual accessibility action plans) CQLR c. E-20.1; Office guidance read 24 Oct 2026
Quebec's Act to secure handicapped persons in the exercise of their rights with a view to achieving social, school and workplace integration (CQLR, c.
E-20. 1) requires ministries and public bodies that employ at least 50 people, and municipalities of at least 10,000 inhabitants, to adopt and make public an annual action plan for persons with disabilities; the obligation has been law since 2004 (Office des personnes handicapées du Québec, guidance page read 24 October 2026).
The plan must identify obstacles in each sector of the organization's activities, report on the measures taken in the year ending, and set out measures for the year starting. Each plan must include at least one measure in each of eight categories: promotion; accessibility of services; accessibility of work (hiring, working conditions, retention); accessibility of buildings, places and facilities; accessibility of information and documents; adaptation to special situations (emergency, public health, civil security); procurement of accessible goods and services; and any other activity that affects persons with disabilities.
It must describe monitoring and evaluation mechanisms and list actions to raise awareness of, inform and train staff and mandataries. Ministries and public bodies also report on their policy on access to documents and services, including complaints received and processed and accommodation measures.
Consultation of persons with disabilities is recommended by the Office, not stated as mandatory in the guidance. IMPORTANT LIMIT: the Act's own text could not be read (legisquebec.
