Accessible British Columbia Act and Regulation S.B.C. 2021, c. 19; B.C. Reg. 105/2022
The Accessible British Columbia Act (S.
B. C.
2021, c. 19; assented 17 June 2021; consolidation current to 20 October 2026) applies to the government and to prescribed organizations (s.
8). Each must establish an accessibility committee (s.
9), develop an accessibility plan to identify, remove and prevent barriers and review and update it at least every three years (s. 11), and set up a process for receiving public comments on the plan and on barriers (s.
12). Anyone required to publish a record must provide it on request in a prescribed accessible format at no charge within a reasonable period (s.
28). The Accessible British Columbia Regulation (B.
C. Reg.
105/2022, last amended 30 June 2026 by B. C.
Reg. 94/2026) prescribes, effective 1 September 2023, francophone school districts, independent schools, municipal police departments, municipalities, post-secondary education institutions, public libraries, regional districts and school districts, plus the scheduled Crown corporations and agencies (most from 1 September 2023, some from 1 September 2024), and health authorities from 1 September 2024.
Part 4 allows accessibility standard regulations (employment, delivery of services, built environment, information and communications, transportation, health, education, procurement), but no standard regulation was found in force; the province's page of 18 September 2026 says the first two standards (employment accessibility and accessible service delivery) are being drafted. Parts 5 and 6 (ss.
21 to 27) are marked not in force in the consolidation, so no inspection or penalty regime under the Act was found in force. Private businesses are not prescribed organizations.
